Coordination of “package A” knowledge transfer and Innovation (Priority 1)

The Federal Institute for Agriculture was involved in various stages of evaluations of the previous Rural Development Programmes as well as in the ex-ante evaluation and the 2017 evaluation of the Rural Development Programme 2014-2020. Priority 1 was evaluated as part of the ex-ante evaluation and the 2017 evaluation. In the previous programme period, the education measures in Axis 1 and 3 were evaluated. Therefore, for Priority 1 of the LE 2014-2020, there is preparatory work and experience to build on. In 2016 and 2017, in close cooperation with the BMNT Dept. II/1, the accompanying evaluation of Evaluation Package A was developed and organised, the evaluation questions of the European Commission were answered and a national evaluation report for the period 2014-16 was drafted.

The objective of the project is to coordinate the work of the BMNT on the accompanying evaluation of Priority 1 (Knowledge Transfer and Innovation) and the cross-cutting theme Innovation of the Rural Development Programme 2014-2020 in accordance with the specifications and recommendations of the European Commission and to carry out the evaluation of the types of projects contained therein.
Status of the project and work in 2019

Building on the 2017 evaluation reports, the required evaluation reports (SFC forms, evaluation report) will be prepared in 2019. In 2018, the BMNT was supported in commissioning and monitoring additional evaluation studies, reviewing available data and preparing the evaluation. Subsequently, in 2019, the available data will be evaluated and the results of external evaluation studies will be incorporated into the evaluation reports.

The ongoing coordination of "Evaluation Package A" (Priority 1 - Knowledge Transfer and Innovation) includes the following tasks:

    Leading function of the technical evaluation to answer the evaluation questions concerning the priority areas;
    Providing text and analysis for the extended annual implementation reports;
    Contact person for the coordinators of the other evaluation packages to answer questions arising from overlaps in content;
    Contact person for the units responsible for priorities or for cross-cutting issues (persons responsible for measures in the BMNT);
    Contact person for the overall coordinating body (Dept. II/1);
    Interface with those responsible for implementation, evaluators and Department II/1;
    Cooperation with scientific and methodological monitoring of the evaluation of the LE-progr.
